Organization and Activities
For the International Federation of BD/SLC
Chapter A: Objectives and Goals
Article 1 The International Federation of BD/SCL is a unique organization promoting the development of the traditional Vietnamese Martial Arts throughout the world.

To rise up the Martial Arts spirit, it nourished the people to build nations for more than four thousand years based on the traditional Martial Arts called "Martial Art of War" (Võ Trận).
Article 2 The International Federation of BD/SLC activities are based on the teaching and techniques previously taught by the late Great Grand Master Truong Thanh Dang.

The basic spirit in which the practitioner of BD/SLC always remembers:
"Honor the Teacher" and
"First learn how to respect, and then later learn Martial Arts."
Article 3 The Practitioner of the Federation of BD/SLC never challenges or accepts a challenge from anyone for any reason.
Article 4 The International Federation of BD/SLC actively contributes to all activities of the youth in the local community.

The International Federation of BD/SLC always has friendly relations with all other Martial Arts styles.
Article 5 The International Federation of BD/SLC is a non profit, non political and non religious organization; therefore, it will not be involved with any activities to promote any religion, politics, or commercial.
Article 6 The International Federation of BD/SLC will be the bridge to connect, contact, and help all BD/SLC Martial Arts schools in order to develop and build quality training.
Article 7 The International Federation of BD/SLC activities are based on two subjects:

Binh Dinh Traditional Martial Arts:
adjust, translate, and unite all the Martial Arts form poems, and all the techniques of the forms and movements of the practical applications of the training program of the SLC branch.

Sa long Cương Health:
research and apply all the basics of Martial Arts for the health of everyone, especially for the older people and those in poor health in order to love people and serve the community.
Chapter B: Planning and Activities
Article 1 Enrollment:

All individuals or groups of people who want to enroll at the Martial Arts Center have to accept the Objectives and Goals of the activities of the International Federation of BD SCL and they will be considered after they complete the application.
Article 2 Informal Activities:

a. Honor Practitioner:
is the practitioner who has already been involved with this style before and these supporters already contribute their energy, time, and finances to the International Federation of BD/SLC. The Honor Practitioner will be granted the honor of Golden Belt. Recommendations and considerations for this belt will be determined by the Central Committee and the Central Committee will inform the local Chapter.

b. Active Practitioner:
is the practitioner who is involved with the activities of the local International Federation of BD/SLC and the annual fee is $20 per year.
Article 3 The Central Committee:

The Central Committee is the center to organize all activities of the International Federation of BD/SLC. The Central Committee includes:

  1. Supporting Committee
  2. Standing Committee.
  3. Financial Committee
  4. Training Committee.
  5. Press Committee.
  6. Social Committee.
1. Supporting Committee :
  Includes the former practitioner and talented persons in the community who give advice and support to the International Federation of BD/SLC activities.
2. Standing Committee:
  President:
This person is in charge of the responsibilities of the general activities, follows the program and planning already set up at the annual meeting. Also, this person controls the finances in order to support the planning.
  Vice President of External Affair:
- This person contacts, follow ups, and summarizes all activities for all the Martial Arts branches.
- This person is in close contact with the local organizations in the local schools, and provides assistance to the public.
  Vice President of Internal Affairs:
- This person is responsible for the internal activities of the federation's training program.
- This person checks up on the technical organization and activities of the branch schools of the federation.
- This person checks up on the planning status of the Central Committee.
  General Secretary:
- This person is responsible for recording, summarizing and adjusting all activity and all planning already lay out.
- This person is responsible for verifying all memos, documentation, and Martial Arts Certificate.
- This committee welcomes all the ideas, suggestions, and reports them to the Central Committee for approval and planning to solve issues properly.
3. Financial Committee:
  - This committee is responsible for summarizing the book keeping of the year's financial contributions from all the Martial Arts schools.
- This committee is responsible for annually calculating the financial assets that were contributed from the Supporting Committee sponsors, supporters, friends, and local governments. All of this annual book keeping will be sent to the local Martial Arts Schools in January each year.
- This committee is responsible for figuring out and recommending the budget for the next year to support the financial plan.
4. Training Committee :
  - This committee is responsible for contacting and supporting the local Martial Arts schools concerning training, forms, and techniques.
- This committee is responsible for granting Martial Arts Certificates to all instructors from the rank of first stripe Golden Belt and higher for all Martial Arts schools belonging to the International Federation of BD/SLC.
5. Press Committee :
  - This committee is responsible for recording and taking care of technical files, training files, and reference books.
- This committee's duties are to support the Standing Committee and the Training Committee concerning all files or necessary documentation.
- This committee is responsible for designing and maintaining the Web site of the International Federation of BD/SLC.
6. Social Committee :
  - This committee is responsible for contacting all the practitioners regarding personal announcements.
- This committee is responsible for supporting community services if suggested by the International Federation of BD/SLC or the local community.
Chapter C: Activities, Trust, Dissolution
Part A The Central Committee members will be selected at the Committee meeting of the International Federation of BD/SLC. The term of the Central Committee is three years.
Part B The Standing Committee of the Central Committee will be responsible for communicating to the local Martial Arts schools the time, location, and program for the Committee meeting.
Part C The Central Committee will report at the Committee meeting the activities and training of the International Federation of BD/SLC and to summarize the financial status and other expenses from the prior years.
Part D The Central Committee has the responsibility to lay out the plans for the coming year and also to request any necessary plans to achieve their financial goals.
Part E The Central Committee always maintains close contact with all local Martial Arts schools by getting together twice a year. All discussions will be summarized and reported to the local Martial Arts schools.
Part F Any issues concerning doubts or distrust of any member of the Central Committee should be directed to the Standing Committee for them to investigate. The results of their investigation will be included in a problem solving report which will be sent to the local Martial Arts schools.
Part G In special cases, if the dissolution issue relates to the International Federation of BD/SLC, then the Central Committee will look at that issue seriously and properly. They will clearly inform all local Martial Arts schools and all active members of the International Federation of BD/SLC to ask for their opinion. If the majority of opinions are to dissolve, then the International Federation of BD/SLC will set up an emergency meeting as soon as possible to consider these opinions and make a decision.
